छत्तीसगढ़ : आज के बदलते समय में रोजगार का स्वरूप तेजी से बदल रहा है । अब लोग एक ही दफ्तर में सालों काम करने के बजाय अपनी सुविधा के अनुसार फ्रीलांस या गिग वर्क का रास्ता अपना रहे हैं । Zomato , Swiggy , Ola , Uber , Blinkit या Urban Company जैसी कंपनियों से जुड़े लाखों युवा अपने समय के अनुसार काम कर रहे हैं । लेकिन अब तक इनके पास न तो पेंशन का कोई सहारा था और न ही भविष्य के लिए सुरक्षित बचत की गारंटी ।
इन्हीं लोगों के लिए केंद्र सरकार ने एक बड़ा कदम उठाया है — NPS e-Shramik प्लेटफॉर्म सर्विस पार्टनर योजना । यह पहल गिग और फ्रीलांस सेक्टर के लाखों वर्कर्स को सामाजिक सुरक्षा प्रदान करने की दिशा में ऐतिहासिक मानी जा रही है ।
क्या है NPS e-Shramik योजना ?
पेंशन फंड रेगुलेटरी एंड डेवलपमेंट अथॉरिटी PFRDA द्वारा शुरू की गई यह योजना ऐसे सभी गिग और फ्रीलांस वर्कर्स को नेशनल पेंशन सिस्टम NPS से जोड़ती है , जो किसी संस्था के स्थायी कर्मचारी नहीं हैं । अब Swiggy , Ola , Zomato , Blinkit या Urban Company जैसे प्लेटफॉर्म पर काम करने वाले डिलीवरी पार्टनर या सर्विस प्रोवाइडर भी NPS खाते में नियमित पेंशन योगदान कर सकेंगे ।
सरकार का कहना है कि यह योजना उन लोगों को भी “रिटायरमेंट सिक्योरिटी” देने की दिशा में एक कदम है , जो रोजाना मेहनत तो करते हैं , लेकिन उनके पास भविष्य की कोई वित्तीय सुरक्षा नहीं होती ।
कैसे होगा रजिस्ट्रेशन ?
इस योजना के तहत रजिस्ट्रेशन की प्रक्रिया बेहद आसान रखी गई है ।
सबसे पहले वर्कर को Quick PRAN Permanent Retirement Account Number प्राप्त करना होगा । इसके लिए वर्कर की KYC डिटेल्स — जैसे नाम , पता , PAN , बैंक खाता और मोबाइल नंबर — वेरिफाई की जाएंगी । अगर ये जानकारी पहले से ही Swiggy , Ola या Zomato जैसे प्लेटफॉर्म के पास मौजूद है , तो वही डेटा इस्तेमाल किया जाएगा । वर्कर की सहमति मिलने पर उसे PRAN अलॉट किया जाएगा । इसके बाद वर्कर को अपने माता-पिता का नाम , ईमेल आईडी और नॉमिनी की जानकारी देनी होगी । नॉमिनी की जानकारी 60 दिनों के भीतर देना अनिवार्य होगा ।
कितना करना होगा योगदान ?
इस योजना में तीन विकल्प रखे गए हैं — ज्वाइंट योगदान मॉडल जिसमें कंपनी और वर्कर दोनों मिलकर योगदान कर सकते हैं । वर्कर-ओनली मॉडल जिसमें केवल वर्कर योगदान करेगा । प्लेटफॉर्म-ओनली मॉडल जिसमें केवल कंपनी की ओर से योगदान किया जाएगा ।
न्यूनतम योगदान 99/- रुपये प्रति माह तय किया गया है , जबकि सामान्य NPS में यह 500/- रुपये होता है । पंजीकरण पूरी तरह फ्री है और वार्षिक चार्ज सिर्फ 15/- रुपये रखा गया है ।
रिटायरमेंट के बाद आर्थिक सहारा
NITI आयोग की रिपोर्ट के मुताबिक , भारत में वर्ष 2020 में लगभग 77 लाख गिग वर्कर्स थे और 2030 तक यह संख्या 👉 35 करोड़ तक पहुंच सकती है । ऐसे में इन युवाओं को आर्थिक सुरक्षा देना बेहद जरूरी है । एक्सपर्ट्स का मानना है कि यदि ये वर्कर्स नियमित रूप से NPS में निवेश करेंगे , तो कंपाउंडिंग का लाभ मिलेगा और सेवानिवृत्ति के बाद उन्हें स्थायी पेंशन की सुविधा प्राप्त होगी ।
कोरबा निवासी एक डिलीवरी पार्टनर राहुल कुमार कहते हैं , “हम रोज मेहनत करते हैं , लेकिन हमारे भविष्य को लेकर हमेशा चिंता रहती थी । अब सरकार की इस योजना से हमें भी पेंशन का भरोसा मिलेगा ।”
मतलब NPS e-Shramik योजना न केवल फ्रीलांसर्स और गिग वर्कर्स को भविष्य की चिंता से राहत देगी , बल्कि यह भारत के बदलते रोजगार ढांचे में सामाजिक सुरक्षा की नई परिभाषा भी तय करेगी ।
